To ensure all regulatory requirements for Equipment performance, Testing and Maintenance of the Physical Protection System (PPS) are met

Activity: Physical Security System Operations

Responsibility

• Ensure that the ENEC civil nuclear power plants have an integrated Physical Security program that meets or exceeds FANR and IAEA requirements and supports efficient plant operation;

• Head the Site physical security systems operations staff.

• Serve as the secondary technical Liaison with FANR & CICPA staff in the functional areas of Site physical security operations;

• Directs the efforts of systems operators to the achievement of the strategic and operational objectives of the Physical Security systems.

• Assist in the development of the BNPP Site Security Plan & Physical Protection Plan to be included in the license applications;

• Conduct daily checks to confirm the effective operation of these systems, troubleshoot and promptly resolve all issues.

• Researches, develops, designs and tests a variety of equipment, components, products and systems with the goal of fully optimizing and leverage of the investments.

• Preparation of scope of works, bidding packages and budgets as necessary for the security systems operations

• Directs the evaluation of state of the art security equipment standards, provides expertize regarding their use, recommends equipment and adapts technologies as needed for the security systems.

• Establish and implement effective, predictable and measurable process/procedures for the security systems operations.

• Monitor and assess vendor and other 3rd party security operational reports/ lists

• Reviews, prioritizes and recommends security systems improvements as they relates to the achievement of business goals and objectives

• Coordinate and ensure timely order and delivery of Physical Security System operational requirements with relevant ENEC departments

• Builds and deploys training programs for all users of the physical security systems.

• Work with Physical Security Manager and system maintenance teams to establish, provide and agree on clear goals, objectives and operation performance outcomes

• Working with the Security management team, the position also contributes to the development and implementation of organizational strategies, processes and procedures. This position will also interact with senior management.

• Maintains strict confidentiality and security of all Site Physical Security information and documentation.

Activity: Nuclear Security Program Development

Responsibility

• Assist in the establishment of Site Equipment Performance, Testing and Maintenance; & Safety & Security Interface Programs

• Provide mentoring in the areas of site physical security to present and future ENEC security staff; and

• Improve the operational systems, processes and policies in support of organizations mission -- specifically, support better management reporting, information flow and management, business process and organizational planning.

• Continual Improvement Program Contribution - Contribute to a continual improvement program to constantly make changes to support processes in order to improve delivery and simplify service related processes.

• Play a significant role in long-term planning, including an initiative geared toward operational excellence.

• Oversee overall financial management, planning, systems and controls.
